London based Arabic daily Al Hayat on Friday published part of the text of a proposal that Palestinian Authority President Mahmoud Abbas was discussing with officials from the European Union and United States in efforts to come to an agreement which would prevent him from bringing the question of Palestinian statehood before the United Nations and instead return to the negotiation table with Israel.
Of the 20 paragraphs reported in the proposal, four of them had been agreed upon at the time of publication, according to the report.

The first paragraph calls for a renewal of negotiations for a minimum of six months, followed by an end to the Palestinian-Israeli conflict, and the establishment of a Palestinian state based on the 1967 borders, the report said.
The second paragraph, upon which there is agreement, calls for Israel to stop implementing unilateral actions regarding settlements, in exchange for Palestinians fulfilling their security obligations.
The third paragraph in the report calls for the United Nations General Assembly to welcome Palestinian Authority President Mahmoud Abbas' speech as long as he declares his commitment to the United Nations' principles.
The fourth paragraph states that the General Assembly will receive reports from the World Bank and International Monetary Fund about how officials will be able to effectively govern the Palestinian state once it is established.
Among the paragraphs which have yet to be agreed upon, are references to a declaration of independence in 1988, rulings by the International Criminal Court on the status of the West Bank and the security barrier, and a confirmation of the right of the Palestinians to self-determination, according to the report
